Handicaps Rise Under New Handicapping System

Golf Australia have announced that under the new handicapping system, handicaps on the whole have risen, with ladies' handicaps increasing (on average) by two strokes and men's handicaps (on average) by one stroke.  Golf Australian have released a detailed memo to explain the changes that have occurred.
